V.P. Bill Manshiem Talks Budget and Tuition for Next Year

Bill Manshiem has been really busy lately working on many projects. He has been attending many senate, legislative, and state meetings.
Adam State is dependent on state support. Currently, the state gives out around 12 million in  support for student tuition and fees.  
If state support goes down, tuition will increase. It is up to Mr.Manshiem to convince the state to keep Adams State College funded.
Currently, the outlook for Adams is a nine to ten percent raise in tuition and fees. “Next year is going to be tough” said Bill. “Not just for Adams but for the whole state.”
The lack of state support to come in the future will have a negative impact for public education including higher education and K-12. Until we get out of recession, it will not get better. All schools in Colorado are going to be negatively affected.
Bill is currently working with the executive team and cabinet on a five year plan.
“It’s really a balancing act,” said Bill. He needs to find a balance between how much money the state gives to the college and how much students can afford to pay.
He recently had to come up with a financial plan for the state. He has to think of a way to serve the under-served students. Also, he must decide how to help out the lower and middle class and manage student debt.
Bill Manshiem has been working at Adams State for seven years. He is the Vice President of Office of Finance and Governmental Relations.
He oversees Facility Services, Computing Services, Budget, Student Business, Accounting, and Sponsored Programs. He also coordinates all lobbying at state and Washington D.C.
Before working at Adams, Bill grew up in Salida, CO. He graduated and earned his business degree from CU.
Prior to ASC, Bill worked various jobs. He was in charge of the budget at Department of Corrections in both Buena Vista, CO and Colorado Springs, CO. Bill also worked in Commission on Higher Education. He even owned his own business. He ran a white-water rafting company in his hometown of Salida.
In his free time, Bill enjoys the outdoors. He likes to go hunting and fishing. He owns a cabin up in Creede, CO. He likes to hike and enjoy nature.
Bill has two daughters. His oldest is a senior in high school and will be attending Adams next fall semester.
