Associated Student and Faculty Discusses Bill ASF111221

Monday, Oct. 24 the Adams State Student & Faculty Senate convened in Business 142. Presided over by President Matthew Martinez, the focus of the meeting was AS&F Bill ASF111221, written by Chief Justice Amber Harlan and Sponsored by Loraine Glidewell, Senator of Math, Science, and Technology.  The bill proposed two changes to the AS&F Constitution.
The first part of the bill was proposed to remedy the current situation that the AS&F Student Government Executive Board is currently facing. The office of Vice President of Finance is at present, vacant.  The other members of the Executive Board are at this time shouldering the responsibilities that this office entails.
As no one in Senate would come forward to assume this office, the first part of bill ASF111221 was proposed, modifying Article IV, Section 2b of the AS&F Constitution.  This modification would
eliminate the current requirement, which states that “The AS&F President, and all other Executive Branch members, shall have served two semesters on the AS&F Government.”
This would allow a willing individual who has not served before in Senate to be appointed by the Senate into the currently vacant VP of Finance position, as well as set a precedent if a similar situation occurs in the future.
The Senate conversed extensively on the stipulations set forward for the proposed revision of Section 2b.   Suggestions were made, including allowing sophomore members of Senate to be eligible for a position on the Executive Board.
In order to pass ASF111221, the bill was amended on the floor, and the portion of the bill that would replace section 2b of the Constitution was stricken.
The other portion, amending Article VII, Section 2 of the Constitution, was passed unanimously in a roll call vote.
This portion of the bill amended the process of how a proposed Amendment to the AS&F Constitution makes it to a vote.  Instead of needing the proposed amendments to be two consecutive issues of the Paw Print to be eligible for a vote, proposed amendments must now appear in three different media for two consecutive weeks.
While the Paw Print can still be utilized for this purpose, this allows for the Senate to use other media, such as the school website or posted signs to convey future proposed amendments.
The next Senate meeting will be Nov. 7, at 6 pm in the School of Business, room 142.  All Quarterly Bills are due on November 2.
